New rules for labelling chemical products – how they affect you

New EU requirements for chemicals - Clearer labelling

The EU has decided on extensive changes to the CLP Regulation, which will entail stricter requirements for the classification, labelling and packaging of chemical products. The aim is to improve safety, clarify hazard information and adapt the regulations to technical developments and changing trade patterns.

For those of you who manufacture, import or sell chemical products, it is important to understand how the new regulations affect your business.

What do the changes mean?

The new rules include, among other things:

  • New label requirements – Standardized text size, line spacing and font for increased readability.
  • Fold-out labels allowed – Can now also be used on larger packages.
  • Labelling requirements for e-commerce – Hazardous substances must be clearly presented online.
  • New rules for filling stations – Cleaning agents and chemicals sold in refills must be labeled correctly.
  • Tightened requirements for fuel pump labelling – Petrol, diesel and washer fluid should be marked directly on the pump.
  • Digital labelling is introduced – Can be used for supplementary information.

In addition to these changes, the rules for the classification of complex substances and the information that manufacturers and importers must report to ECHA's classification and labelling inventory are tightened.

Important dates to keep an eye on

  • 10 December 2024 – The regulations come into force.
  • July 1, 2026 – Most new requirements come into effect, including e-commerce labelling.
  • 1 Januari 2027 – New requirements for label design are being introduced.
  • July 1, 2028–January 1, 2029 – Transition period for already labeled products.

  • Update labelling and labels according to the new requirements.
  • Ensuring accurate information in online shops and advertising.
  • Follow new rules on labelling at pump stations and refill sales.
  • Notify hazardous mixtures to ECHA's registry if you are a distributor.
  • Review classification and update information for chemical substances.
